Talking Points Memo
Kate's Law and a Crisis of Confidence
"A new poll from the Associated Press says that Americans do not trust Congress or the major political parties. The first question - what is your confidence level as far as Congress is concerned? 4% said 'a great deal,' 48% said 'only some,' and 46% said 'hardly any.' Also, 51% of Americans expressed 'hardly any confidence' in the Republican Party, while the Democratic Party fared only slightly better. In contrast, 56% said they have 'a great deal' of confidence in the military. So, the biggest loser in this poll is Congress, and here's why: You will remember that last July 32-year-old Kate Steinle was murdered in San Francisco by an illegal alien felon who had been convicted in the USA seven times and deported five times. The Mexican national had been released from jail by the San Francisco Sheriff's Department despite the fact that ICE had asked San Francisco authorities to keep Sanchez incarcerated until they could pick him up. The Sheriff's Department said 'no' and was backed by the San Francisco Board of Supervisors, which actually voted not to cooperate with the feds on illegal alien crime. So I proposed Kate's Law, whereby any convicted aggravated felon who defies deportation could be immediately taken into custody and sentenced to a mandatory five years in a federal penitentiary. Yet Congress would not pass Kate's Law. The despicable Harry Reid blocked Kate's Law in the Senate, then Republican Senator Mitch McConnell would not put the proposed law up for a stand alone vote, instead attaching it to a sanctuary cities bill he knew would fail. In the House there was confusion as well, and Kate's Law stalled. If we as a country cannot pass a simple law to protect innocent people like Kate Steinle from foreign felons, then Congress should go out of business. The Steinle family is broken hearted and has announced that they are suing the federal government, the city and county of San Francisco and the former sheriff. I've been practicing journalism for more than 40 years and I have never seen federal, state, and local authorities act so cowardly. Kate Steinle is not alone. Other Americans have been killed by illegal alien aggravated felons and Congress does nothing when it easily could. Or am I wrong?"

The Factor asked for reaction from Charles Krauthammer. "I commend your passion for Kate's Law," Dr. K began, "but I think your connection between Kate's Law and the disaffection people have with the political parties and Congress is unsupportable. The family is suing executive authorities, not legislative authorities. This was the failure of the sheriff, the failure of ICE, the failure of the administration, and the failure of San Francisco. People get the government they deserve!" The Factor agreed, but maintained that Kate's Law is a perfect example of legislative incompetence: "People know that Congress did nothing when it could have and this is a prime and vivid example of how Congress no longer represents the people."

Campaign 2016
Democratic Showdown in California
Bernie Sanders and Hillary Clinton are apparently neck-and-neck in their battle to win next week's California Democratic primary. FNC's Karl Rove opined on the importance of the Golden State vote. "Hillary Clinton is only 71 delegates away from having a majority of those attending the convention," he began, "but it would be a terrible black eye for her to come out of the biggest and most important state with a loss, particularly when she held a big lead. This would embolden Bernie Sanders to go forward to the convention, and I think he wants to create a political movement that will last well beyond this election." The Factor denounced the Democratic Party's nomination process, saying, "I think these 'superdelegates' are corrupt, Bernie Sanders might have beaten her without the superdelegates."
Watters' World
Watters Goes To Hillary's Home
Jesse Watters headed north to Chappaqua, New York, home of Bill and Hillary Clinton. Here's a sampling of what some locals had to say: "I think she's a brilliant woman" ... "50% of the people love her, 50% don't" ... "The only thing I think about is the scandal with Lewinsky" ... "What has she accomplished? Nothing!" One Chappaqua man earnestly opined that Hillary Clinton will almost certainly beat this fellow named Ben Ghazi.
Is It Legal?
Update on Kate Steinle Lawsuit
Legal experts Kimberly Guilfoyle and Lis Wiehl scrutinized the Steinle family's lawsuit against various authorities who they deem responsible for the murder of their daughter Kate. "The heart of this lawsuit," Wiehl reported, "is the incompetence of the government, that they did everything wrong and that caused Kate's death. We're talking about incompetence at every level." Guilfoyle predicted that the authorities may try to settle the case out of court. "There are four specific causes of actions alleging wrongful death, and it will be very difficult to prevail on any of these. But the family will be very sympathetic plaintiffs and San Francisco should settle this. They can't risk this going to trial, I think they have to settle."
What the Heck Just Happened?
Libertarianism Stripped Naked ... Literally
Greg Gutfeld and Bernard McGuirk watched footage of the Libertarian Party convention, where party chairman James Weeks stripped down to his undies on stage. "That made me want to vote Libertarian even more," Gutfeld quipped, "because this is the most transparent candidate you'll ever see. I saw every nook and cranny. But I hope this doesn't become a trend with other party heads - I don't want to see Reince's priebus." McGuirk ridiculed both the party and its chubby chairman. "That was disgusting and I saw no anatomical evidence that that was a male. I think it was a bearded lady, he should have at least had a rolled-up sock. But this is befitting the Libertarian Party's circus-like atmosphere."

Thomas Malthaus, Brussels, Belgium: "Europeans are rattled by Hillary just as much as Trump. They most like elements of a Bernie Sanders platform."

Dave Mondloch, Tulsa, OK: "Just caught Watters asking a woman who America fought in the Vietnam War. She said Korea. As a Vietnam vet, I am insulted that we have allowed our people to become this stupid."

Elizabeth Ramos, Fayetteville, NC: "Why is Watters asking such easy questions? Give people a challenge like, 'Who is buried in Grant's Tomb?'"
